ELECTEDS REACT TO SCOTUS OVERTURNING ROE V. WADE:

On June 24, Rep. Carolyn B. Maloney, Chairwoman of the Committee on Oversight and Reform, issued the following statement regarding the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization to overturn the right to abortion guaranteed in Roe v. Wade:

“I want to be very clear—Republicans’ overturning of Roe is not about protecting public health or safety, it is about taking away our right to bodily autonomy. This disgraceful decision will eliminate access to abortion care for millions of people in the United States and will disproportionately harm communities that are already marginalized and more likely to experience health disparities, including people of color and people with less income.

“Today’s decision undermines decades of precedent protecting fundamental freedoms for all people living in the United States and is a direct threat to other essential rights based on a person’s right to privacy, including the right to contraception and the right to same sex marriage. It will be recorded as one of the most misguided, ideologically-driven, and deeply flawed decisions in our country’s history.

“I launched my first campaign for Congress the day Planned Parenthood v. Casey was decided and have dedicated my career to championing women’s rights and protecting and expanding access to abortion and the full range of reproductive health care. I vow to keep fighting for these fundamental rights, and will use my gavel as Chairwoman of the Oversight Committee to take on this decision and its implications for our country.”

Background on Oversight Committee Work:

On November 14, 2019, Chairwoman Maloney held her first hearing as Chairwoman of the Oversight Committee to examine “draconian abortion restrictions” in Missouri and how states were being emboldened by the Trump Administration’s sustained and systemic attacks on reproductive health care.

On February 9, 2021, Chairwoman Maloney and Rep. Pressley led all Democratic Committee Congresswomen in sending a letter asking the Food and Drug Administration (FDA) to lift the medically unnecessary in-person dispensing requirement for mifepristone.

On August 17, 2021, Chairwoman Maloney, Rep. Pressley, and Pro-Choice Caucus Co-Chairs Rep. Diana DeGette and Rep. Barbara Lee led more than 70 of their House Democratic colleagues in introducing a resolution in support of equitable, science-based policies governing access to medication abortion care.

On September 30, 2021, Chairwoman Maloney held a hearing in which Rep. Bush, Rep. Pramila Jayapal, and Pro-Choice Caucus Co-Chair Rep. Barbara Lee testified on the state of abortion in America, bravely sharing their personal stories before the Oversight Committee.

On December 16, 2021, FDA announced its decision to eliminate the medically unnecessary in-person dispensing requirement for mifepristone.

On March 16, 2022, Chairwoman Maloney, and Reps. Pressley and Bush led all Democratic Committee Congresswomen in sending a letter to the Department of Health and Human Services

(HHS) commending Secretary Becerra for establishing the Reproductive Health Care Access Task Force and urging the Task Force to take immediate action to protect and expand access to medication abortion care.

Congresswoman Maloney said, “Today, the Supreme Court bulldozed over reproductive health and rights, and I am mad as hell. This decision is personal to me. I first announced my run for Congress on the day the Supreme Court struck down on Casey v Planned Parenthood, one of the many times the Court has chipped away at an individual’s right to reproductive choice. But now is not the time to agonize. Now, we must get to work by fighting back harder than ever before.

“The time is NOW to abolish the filibuster and codify Roe, expand the Supreme Court, and ratify the Equal Rights Amendment. We must elect more Democratic pro-choice women to Congress and in state legislatures — women who personally understand the issues and will fight in the front lines to pass laws that restore making abortion accessible, safe and legal in all states. The women of this country will not take this decision lightly. See you on the streets and at the polls in November.”

Congressman Gregory W. Meeks: “Today is a heartbreaking day where women across America had the rights over their own bodies stripped away by the stroke of a pen. The Supreme Courts’ decision today to eliminate the constitutional right to abortion established nearly 50 years ago in Roe v. Wade is a devastating attack on women’s rights. The destruction of Roe v. Wade and Casey v. Planned Parenthood will undoubtedly drastically impede other core and basic human rights such as same-sex marriage, contraception, and fertility treatments obliterating the principles of freedom and autonomy that every citizen, man and woman alike, has a right to in our country.

“I am disappointed in the Supreme Court’s decision as this is the beginning of a fearful future of the restriction of privacy, healthcare, and freedom. Black, Brown, Indigenous, and low-income women will be disproportionately disadvantaged and half of the women in our nation will be forced to travel – risking loss of income and even persecution – to receive proper healthcare and abortion services.

“While I know and hope that states like New York will continue to be a safe haven to women across the country, I call on all state leaders to fight to protect the freedoms that Roe has established for over 50 years and Casey for over 30 years. I will continue to work with my colleagues on the federal level to fight to ensure that all have the right to reproductive freedom,” said Congressman Gregory W. Meeks.

U.S. Rep. Grace Meng (D-Queens): “The decision to strike down Roe v. Wade is outrageous, unacceptable and unconscionable, and it’s an all-out assault on reproductive freedom. We must make sure our voices of disapproval and disgust continue to be heard. Over the past few weeks, we have seen millions across the nation express their opposition to this life-altering ruling. People have gathered to protest in front of the Supreme Court, and have made their voices heard online and in their local communities. We have made so much progress in the 49 years since the historic ruling was issued but this awful decision kicks it all to the curb. I’m pleased that my home state of New York has enacted protections for those in need of reproductive care and I call on other states to follow suit. Despite the Supreme Court’s ruling, our efforts cannot end here. We must continue fighting for reproductive rights for all. Making decisions about our bodies is a human right!”

In light of the Supreme Court’s decision in New York State Rifle & Pistol Association Inc. v. Bruen, Congresswoman Carolyn B. Maloney (D-NY) released the following statement: “This decision adds fuel to the fire of the gun violence epidemic, which has already devastated countless lives and communities across the country. Not only is the majority ruling out of touch with the American people, it is also out of touch with any reasonable interpretation of the Constitution. New York City, State, and the entire country will be less safe as a result of untrained individuals bringing concealed weapons into public spaces, putting everyday people in the line of fire. There is no saving grace for a Court that puts ideology over the lives of Americans — it must be reformed.”

U.S. Rep. Grace Meng (D-Queens) “I condemn this decision by the conservative majority Supreme Court which strikes down New York’s concealed carry law. It is a horrible ruling that will have disastrous consequences for public safety. It will permit people to legally carry hidden guns on our city’s streets without having to provide any excuse as to why they need a gun. This will make New York less safe and put our communities at greater risk of more gun violence. Our government should be doing everything possible to reduce gun violence, not unleashing more guns in our neighborhoods, especially as we work to combat the rise in shootings and massacres. Gun violence is an epidemic and it cannot be ignored. Innocent lives have been lost, families have been destroyed, and communities have been devastated. This decision only stands to make matters worse.”

Queens District Attorney Melinda Katz: The Supreme Court’s ruling in New York State Rifle & Pistol Association Inc. v. Bruen significantly hinders our ongoing efforts to keep New Yorkers safe from gun violence. I am extremely disappointed in this decision by the highest court which creates undue burden on the commonsense gun laws in this State. We remain committed to working with our law enforcement partners, legislative leaders, community members, faith-based institutions, violence interrupters, and youth development organizations on comprehensive solutions to end the epidemic of gun violence plaguing our communities. Despite today’s setback, we will meet this national challenge together in order to ensure the safety and well-being of every New Yorker.

Senate Deputy Leader Michael Gianaris: “The Supreme Court continues its horrible decision-making by declaring the right of individuals to carry concealed weapons more important than everyone else’s right not to be victimized by gun violence. That is unacceptable. New York has experienced more than our share of gun violence and mass shootings, and we need the tools to protect our communities. Once again, the federal government is failing us and our state legislature must fill the gap. I am proud of our Senate majority’s record of passing nation-leading gun safety legislation, and we will now do more because we must.”

Governor Kathy Hochul: Following a meeting with mayors of New York’s largest cities on Supreme Court concealed carry decision, Governor Hochul released the following statement: “In the wake of the Supreme Court’s reckless and reprehensible decision on NYSRPA v. Bruen, I convened the Mayors of New York’s six largest cities – Albany, Buffalo, New York City, Rochester, Syracuse, and Yonkers – to discuss the impact of the decision and the policy options we are considering. Mayors are on the front lines of the fight against gun violence, and they are critical partners in our work to keep New Yorkers safe. We will continue to stay in close communication to ensure that our response is strategic and unified.

“My team has been preparing for this decision and exploring every possible action, and we are in discussions with the legislature about our legislative options. We are not powerless, and we will do everything in our power to protect New Yorkers.”

NO IMMEDIATE CHANGES TO GUN POLICIES: Governor Kathy Hochul issued a reminder to gun owners that the U.S. Supreme Court’s June 23 decision to strike down New York’s concealed carry law does not mean New York State’s licensure processes and rules do not need to be followed. It does not automatically give current residential permit owners the ability to carry guns outside the home. Gun owners are required by law to follow current restrictions.

As the administration closely reviews the ruling, Governor Hochul is planning for a special session of the legislature to enact new laws that conform with the U.S. Supreme Court’s decision, while also ensuring that access to firearms is carefully regulated.

“While the Supreme Court’s appalling decision to strike down New York State’s concealed carry law has potentially vast and far-reaching implications, it does not activate any immediate changes to State gun license and permit laws, nor does it allow residential permit owners to carry their weapons outside their homes,” Governor Hochul said. “As the case returns to lower court, we encourage responsible gun owners to continue to follow their current restrictions, and always put safety first. While we are disappointed with the Supreme Court’s reckless disregard for the safety of our communities, we are prepared to fight. I am planning for a special session of the legislature where we will explore a wide range of legislative options that will keep us in compliance with this ruling, while also creating a thorough and strict permitting process that prioritizes the safety of our communities. I look forward to working with the legislature, local and county government leaders, and legal experts, and will stop at nothing to protect New Yorkers.”

In their 6-3 decision, the Supreme Court ended a 100-year legal precedent requiring individuals to demonstrate “proper cause” to obtain a license to carry a concealed firearm. It deemed New York State’s existing law unconstitutional because it gives too much discretion to the State and its licensing officers in determining “proper cause.” The case now returns to New York’s 2nd Circuit Court—which must issue a ruling that aligns with the Supreme Court opinion.

While the Supreme Court decision has long-term implications, the decision has no immediate impact on firearm licensing or permitting. This means people cannot immediately legally carry a concealed firearm without obtaining the currently required permits or licenses. As of now, the application process to obtain a license or permit is unchanged. Those wishing to change their permit status to acquire an “unrestricted carry” permit must file an application with their designated local licensing authority. Gun owners must continue to follow current restrictions.

The State is exploring a wide range of options, including creating concealed carry restrictions on sensitive locations, changes to the concealed carry permitting process, implementing specific training for permit applicants, and creating a system where private businesses would have to apply for exemptions to allow concealed carry weapons. The Supreme Court acknowledges that this ruling does not prohibit states from imposing licensing requirements for carrying a handgun in self-defense—as long as the requirements fit within the confines of the decision. The administration will work with the legislature and local and county governments to develop a strict and thorough licensing criteria that fits within that framework.

ANDREW GIULIANI APPLAUDS SCOTUS GUN DECISION: Gubernatorial candidate Andrew Giuliani applauded the Supreme Court decision that struck down New York’s limits on carrying a concealed handgun.

“The Supreme Court upheld the Second Amendment today, and therefore protected the rights of law-abiding New Yorkers to protect themselves. The answer to violent crime lies in empowering law enforcement and NOT infringing on our rights as Americans.”

RUDY GIULIANI ASSAULTED WHILE CAMPAIGNING FOR SON: Rudy Giuliani, 78, was attacked by a worker at a ShopRite on Staten Island on Sunday while campaigning for Andrew Giuliani, leaving the former NY City mayor shaken.

Andrew Giuliani has issued the following statement: “Innocent people are attacked in today’s New York all of the time. This particular incident hit very close to home. The assault on my father, America’s Mayor, was over politics. We will not be intimidated by left wing attacks. As governor I will stand up for law and order so that New Yorkers feel safe again. This message has resonated with voters throughout my campaign, leading up to Tuesday’s primary.”

BAIL FOR MAN CHARGED WITH YAN MURDER: U.S. Rep. Grace Meng (D-Queens), State Senator Toby Stavisky (D-Queens), State Senator Joe Addabbo (D-Queens), State Senator Leroy Comrie (D-Queens), Assemblyman Andrew Hevesi (D-Queens) and Councilwoman Lynn Schulman (D-Queens) on June 25 issued the following joint statement on reports that Glenn Hirsch, the Queens man arrested for murdering Forest Hills food delivery worker Zhiwen Yan, would be released on bail. He did in fact end up being released on $500,000 bail on June 27 with an ankle monitor and restrictions on where he can go.

“Reports and rumors about Glenn Hirsch being released on bail are deeply troubling. We thank District Attorney Katz for requesting that Mr. Hirsch remain in custody. Granting bail would be the wrong decision and we hope that it does not happen. Someone who is a clear and present danger should not be released back into the community that still grieves Zhiwen Yan’s death. We have been in touch with the 112th Precinct to get assurances that Glenn Hirsch’s weapons have been confiscated and won’t be returned to him if bail is granted, that he won’t be able to legally purchase additional firearms, and that his movements will be closely monitored including a ban on going near the Great Wall Restaurant and its delivery zones. But despite these assurances, this rumored and reported development about bail is not welcomed. It is terrifying and unsettling, and we resolutely oppose it. We will be closely watching what happens on Monday.”

HOUSE PASSAGE OF BIPARTISAN SAFER COMMUNITIES ACT: On June 24, things had been looking up for gun control proponents. Rep. Carolyn B. Maloney, Chairwoman of the Committee on Oversight and Reform, released the following statement after the House passed the Bipartisan Safer Communities Act:

“For the first time in decades, Congress finally found common ground to help stem the tide of gun violence. After we heard pleas from victims and family members begging Congress for action, this bipartisan package takes critical steps to make sure dangerous weapons do not fall into the wrong hands by bolstering background checks, closing the boyfriend loophole, and increasing resources for mental health services. I’m also proud to report that Congress took a bold step to curb gun trafficking by cracking down on straw purchasers—an effort that I have championed for more than a decade. Ultimately, this bill is about saving lives and I look forward to the President signing this swiftly into law.”

On June 8, 2022, Chairwoman Maloney held a hearing on the urgent need to address the gun violence epidemic. The hearing featured powerful testimony from Zeneta Everhart, mother of Zaire Goodman, survivor of the attack in Buffalo, New York; Roy Guerrero, M.D., Pediatrician in Uvalde, Texas; Felix and Kimberly Rubio, parents of Lexi Rubio, who was murdered at Robb Elementary School; Miah Cerrillo, fourth-grade student at Robb Elementary School; and Miah’s father, Miguel Cerrillo.

In Chairwoman Maloney’s closing statement, she announced that the Committee will hold a future hearing with the nation’s leading gun manufacturers to explain why they continue marketing and selling the weapons of choice for mass shooters.

The Committee has been examining gun violence in the United States for several years, and in 2019 launched an investigation into gun dealers that sell guns used in crimes. On April 28, 2022, the Committee released preliminary findings from its investigation, showing that a small number of gun dealers—particularly those in states with lax gun laws—have sold thousands of guns used in violent crimes.

On May 27, 2022, the Committee sent letters to five leading manufacturers of semi-automatic rifles for information related to the manufacture, marketing, and sales of their weapons, in order to understand how these guns are fueling the gun violence epidemic and to inform gun safety legislation.

For more than 10 years, Chairwoman Maloney has championed bipartisan legislation, including H.R.1007, the Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act, to make gun trafficking a federal felony and strengthen penalties for straw purchasers, in order to help stop the flow of guns into the hands of criminals.

MAYOR, HEALTH COMMISSIONER DOWNGRADE COVID RISK: New York City Mayor Eric Adams and New York City Department of Health and Mental Hygiene (DOHMH) Commissioner Dr. Ashwin Vasan on June 21 released the following joint statement after New York City moved down from ‘high’ to ‘medium’ on the COVID-19 alert system:

“Day after day, New Yorkers are stepping up and doing their part, and because of our collective efforts we are winning the fight against COVID-19. We’re grateful to New Yorkers for their continued attention and vigilance as we’ve made our way through to the other side of this wave, and, as a result, we’re pleased to announce that New York has fallen into the ‘medium’ risk category. This surge has taught us a lot about how the virus is currently behaving, and how to prepare for the coming weeks and months.

“Testing, vaccinations, treatments, and masking have been vital tools to keep people alive and out of the hospital. But we know there remains no greater defense against this virus than vaccination, which is why we’re pleased that young children are now eligible for the protection they deserve, and can’t wait to begin under-5 vaccination tomorrow.”

DOHMH has provided more than 55,000 courses of the antiviral Paxlovid through home delivery already this year, in addition to the thousands of courses issued through providers, helping reduce the severity of those infected with COVID-19.

Additionally, NYC Test + Trace has distributed more than 16.5 million at-home tests to New Yorkers over the last month and over 33 million tests since January to help keep New Yorkers home when infected.

COVID-19 cases per 100,000 are now at 240.4 and hospitalizations per 100,000 have fallen to 9.8. This puts New York City into medium risk, according to the current risk alert system.

HOCHUL SIGNS LANDMARK LEWIS VOTING RIGHTS ACT INTO LAW: On June 20 Governor Kathy Hochul, at Medgar Evers College in Brooklyn, signed the landmark John. R. Lewis Voting Rights Act of New York (S.1046-E/A.6678-E) into law cementing New York State’s place as a national leader on voting rights and fulfilling a key part of the Governor’s 2022 State of the State agenda. The Governor signed the bill alongside Senate Majority Leader Andrea Stewart-Cousins, State Senator Zellnor Myrie, Assemblymember Latrice Walker, President of the NAACP New York State Conference Dr. Hazel N. Dukes and key voting rights advocates.

“At a time when the very foundation of our democracy is under threat, New York is leading the nation with new laws protecting the fundamental right to vote,” Governor Hochul said. “Today, we honor the work of the late Congressman John Lewis and activists like Medgar Evers as we make meaningful changes to our laws that enfranchise voters and ensure the voices of the people are heard in our democracy. Where the federal government fails to act, New York will continue to step up and lead the way: we did it with abortion protections, we did it with gun safety reforms, and I’m so proud to say we are doing it again with voting rights.”

“As a black man who represented a district in Congress that is nearly 90 percent white, in one of the most rural parts of the country, and as the first person of color to ever represent upstate New York in Congress, my experience is proof that voting can bring about change that once might have seemed out of reach,” said Lieutenant Governor Antonio Delgado. “By amending the voter laws in New York State, we are providing all people, regardless of the color of their skin or where they live, with an equal opportunity to have their voices heard at the polls.”

Senate Majority Leader Andrea Stewart-Cousins said, “The John R. Lewis Voting Rights Act of New York will expand and codify voter protections, empower citizens at the ballot box, and promote accountability among elected officials. I am proud that New York is standing as a true bastion of voting rights despite the anti-democratic rollbacks being set forth by Republicans across the nation.”

Assembly Speaker Carl Heastie said, “Voting rights are under attack across the nation and New York must protect this sacred constitutional right. While other states work to disenfranchise voters and dilute votes, I want to thank the Chair of the Elections Committee Latrice Walker, our Assembly and Senate colleagues, and Governor Hochul for their commitment to passing the strongest voting rights protections in the nation.”

Legislation S.1046-E/A.6678-E will encourage participation in voting by all eligible voters by ensuring that barriers to accessing the polls are removed. In particular, members of racial, ethnic, and language-minority groups will now be protected by new measures that will ensure they have an equal opportunity to vote in the State of New York. This legislation does so by addressing:

State Senator Zellnor Myrie said, “By enacting the strongest voter protection law of any state in the country, New York is sending a powerful message: every voter counts and every vote should be counted. I’m grateful to Governor Hochul for signing the VRA today and to my partner Assemblymember Latrice Walker for getting this bill over the finish line. We must always continue to defend and strengthen voting rights: our democracy depends on it.”

Assemblymember Latrice Walker said, “The John R. Lewis Voting Rights Act of New York is one of the most important bills to be signed into law in recent history and it will deliver the strongest and most comprehensive voter protections of any state In America. It will codify the very cornerstone of our democracy — the right to vote. At the same time, we have honored the legacy of the late Representative John R. Lewis, who once said, “The vote is precious. It is almost sacred. It is the most powerful nonviolent tool we have in a democracy.” Thank you to all the tireless advocates, my colleagues, Governor Hochul, and organizations like the NAACP and the NYCLU. As the Assembly sponsor of the bill, I could not be more proud.”

President of the NAACP New York State Conference Dr. Hazel N. Dukes said, “For too long our communities have suffered injustices, but were unable to vote to change them because of suppression at the polls. Today, New York leads the way, yet again, to right the wrongs of our past and ensure that the voices of all can be heard. I applaud Assemblymember Latrice Walker and Senator Zellnor Myrie, the sponsors of this historic legislation, for expanding voter protections for New Yorkers across the state. Thank you Governor Hochul, Leader Andrea Stewart-Cousins, and Speaker Carl Heastie for working together on this landmark legislation.”

MAYOR’S STATEMENT ON RENT GUIDELINES BOARD VOTE: New York City Mayor Eric Adams released the following statement following the Rent Guidelines Board’s (RGB) 5-4 vote to increase rents on rent-stabilized apartments by 3.25 percent on one-year leases and 5 percent on two-year leases:

“While we raised our voices and were successful in pushing the increases lower, the determination made by the Rent Guidelines Board today will unfortunately be a burden to tenants at this difficult time — and that is disappointing. At the same time, small landlords are at risk of bankruptcy because of years of no increases at all, putting building owners of modest means at risk while threatening the quality of life for tenants who deserve to live in well-maintained, modern buildings.

“This system is broken, and we cannot pit landlords against tenants as winners and losers every year.

“That is why I have successfully fought so hard for support for working people, like childcare support and a historic earned income tax credit. It’s also why I will be fighting in Albany for additional support for tenants who are at risk of missing rent payments and landlords who are struggling to maintain and upgrade their buildings.”

Speaker Adrienne E. Adams released the following statement on the Rent Guidelines Board’s Final Vote: “Authorizing significant rent increases for over one million rent-stabilized tenants in a vacuum only adds to the pressures that New Yorkers face at a time when our city’s housing supply is limited. The City must ensure that renters are protected and have the security they need to live safely in their homes, and our housing supply remains healthy. As a Council, we will continue to support all New Yorkers impacted by the housing crisis and rising costs.”

Speaker Adams had submitted testimony to the Rent Guidelines Board on its proposed range of rent increases for rent stabilized apartments ahead of its final vote, on June 21. In her testimony, Speaker Adams urged the Board to adopt increases at the lowest end of its proposed range. “Allowing substantial increases in rent at this time would endanger far too many New Yorkers who are unable to pay these proposed rent increases. We cannot afford to plunge hundreds of thousands of rent-regulated New Yorkers into the chaos of a housing market that already does not have sufficient supply to meet demand, especially when our city is in the midst of demonstrating remarkable resilience in its recovery efforts. We cannot move forward if it means leaving our most vulnerable behind. Our residents should not be turned out of their homes as we take steps to make deeper investments in affordable housing and establish a robust, comprehensive housing strategy for our city. It is imperative that New Yorkers have the reassurance and security that they can continue to live in their homes so we can make space to discuss how to progress as a city. At the same time, we recognize that any decision by this Board must be in sync with a broader housing affordability strategy that involves all stakeholders, including homeowners and landlords. Therefore, I urge the Board to vote for rental increases at the lowest end of the range.”

CATALYTIC CONVERTER THEFT BILL APPROVED: Senator Joseph P. Addabbo, Jr. and his state colleagues approved legislation (S.9428/A.1940) to impose restrictions on the purchase, sale, and possession of catalytic converters by vehicle dismantlers, scrap processors, and others.

“The ease of removing these devices from vehicles and the valuable precious metals used in catalytic converters has made this particular item a prime target for thieves,” Sen. Addabbo said. “This legislation, which for me is a direct result of constituent complaints, will ensure law enforcement has the necessary tools to thoroughly investigate the theft of this vital equipment which serves to protect the environment, while also ensuring individuals caught stealing will face appropriate consequences.”

Parking lots, auto dealerships, auto repair shops, and even residential driveways are prime targets for thieves. This legislation will greatly deter thieves from stealing catalytic converters by requiring vehicle dismantlers and scrap processors to keep a paper trail and information on the seller of these devices. Documentation must be filed within 60 days with a failure to do so resulting in increased fines, not to exceed double the value of the gain from any illegal sale. New motor vehicle dealers and other qualified dealers will also be required to stock catalytic converter etching kits for new motor vehicles at a cost no higher than the value of the etching kit.

Catalytic converters are exhaust emission control devices that reduce toxic gases and pollutants in exhaust gas from an internal combustion engine into less-toxic pollutants. They have been installed in vehicles since the 1970s and all vehicles are required by the US Environmental Protection Agency (EPA) to have a catalytic converter. Unfortunately, these devices are not stamped with identifiers which makes cases of theft harder to solve.

The external location and the use of valuable precious metals including platinum, palladium, and rhodium, make these devices a target for thieves. Rates of catalytic converter thefts have become more common since 2000 and particularly in 2020 due to the high metal prices. Bolt-on converters are especially easy to remove, but welded-on devices are easily cut off, with a theft taking two minutes or less. The tools used to remove a catalytic converter can damage other components of the vehicle, such as the alternator, wiring, or fuel lines, which can lead to dangerous consequences. Catalytic converters can cost thousands of dollars to replace and the amount increases if further damage was done to the vehicle due to theft.

After passing the Senate and Assembly, the bill awaits final approval by the Governor. These new restrictions and record-keeping requirements for catalytic converters will take effect 180 days after being signed into law.

UNVEILING ALEX PAULINE ROAD: On June 18, Speaker Adrienne E. Adams, community residents, friends, and family members gathered to celebrate the life and legacy of Alex Pauline, a beloved community figure who mentored young people in the Rochdale Village community. At the street co-naming ceremony, family and friends highlighted the profound impact that Pauline, affectionately known as “Coach Al,” had on neighborhood youth. The intersection of 173rd Street and 134th Road, adjacent to where he grew up in Rochdale Village, has been officially co-named “Alex Pauline Road.”

Following the street co-naming ceremony, Pauline’s family organized a free basketball clinic at the South Rochdale Playground. Youth participants engaged in basketball and fitness drills, were provided free shirts, and enjoyed free food.

“Alex Pauline was a selfless community hero who dedicated his life to educating, mentoring, and supporting young people and students,” said Speaker Adrienne Adams. “Through basketball and his own nonprofit program, Drug Free That’s Me, ‘Coach Al’ positively influenced the lives of countless neighborhood youth. His legacy lives on through them, and will be remembered forever with the unveiling of ‘Alex Pauline Road.’ I thank the Pauline family, local elected officials, and community members for gathering to honor Coach Al’s life.”

“Me and my family are truly blessed to have had Alex Joseph-Pauline as our king,” said Aleek Pauline, the son of Alex Pauline. “He has been recognized and received numerous awards for his commitment to our community, but today, we celebrated the biggest honor ever as NYC Speaker Adrienne Adams sponsored the co-naming of 134th Road as ‘Alex Pauline Road.’”

Mr. Alex Pauline was a well-known figure in Rochdale Village. As a child of “Circle 4,” he grew up playing basketball in South Rochdale Playground with his brothers and friends. This playground and the adjacent school, Public School 80Q, meant everything to Mr. Pauline. His entire extended family attended PS 80Q and as an adult, he never left the area. Mr. Pauline worked as the school custodian, a teacher, and the basketball coach at the school. His workdays began at 7 a.m. in the classroom and ended at 10 p.m. with his custodial work.

In 1988, Mr. Pauline created a nonprofit basketball program called “Drug Free That’s Me,” which was held on the weekends on the basketball court at South Rochdale Playground. “Drug Free That’s Me” was formed to provide alternatives to drug abuse and crime for young people. The program not only taught basketball and all aspects of the game, but also elevated the importance of education and informed participants of the detrimental effects of drug use. “Coach Al” was a father figure to his students, neighborhood kids, and his basketball players.

Nine months after Mr. Pauline’s passing in 2019, organizers hosted the first annual “Drug Free That’s Me Day in Memory of Al Pauline.” Several players who participated in his program when they were kids attended the event. A local summer basketball tournament, known as B.A.C.E., later presented the “Al Pauline Award” to the player who averaged the most points throughout the tournament. Additionally, Mr. Pauline’s program was featured in the TV One series “Uncensored,” which featured NBA star Lamar Odom, who had participated in Coach Al’s program. Many community members still say when they look at PS 80Q, they think of “Coach Al.”

BLOOD DRIVES COMING TO SHOPS AT ATLAS PARK: New York Blood Center (NYBC) will be hosting a series of blood drives on June 29th, July 1st, July 5th and July 6th from 1:00pm to 7:00pm at The Shops at Atlas Park. The drives will be co-sponsored by New York State Senator Joseph Addabbo and New York City Council Member Robert Holden. All presenting donors at this blood drive will get a free NY Mets t-shirt and will be entered to win tickets to an upcoming Mets game.

The Shops at Atlas Park have been a key partner in the New York Blood Center’s fight to replenish the blood supply after 2 years of an ongoing blood shortage. In February, they were recognized for collecting over 5,000 blood donations and have now surpassed 6,000 donations since the start of the pandemic.

NYBC announced a blood emergency last month due to an alarming drop in blood donations. NYBC encourages all who are able to sign up and donate today as the blood supply remains critically low. Each blood donation has the ability to save up to three lives.

Those in need include: cancer patients, accident, burn, or trauma victims, newborn babies and their mothers, transplant recipients, surgery patients, chronically transfused patients suffering from sickle cell disease or thalassemia, and many more.

CHAMBER’S PROGRAM TO EMPOWER ENTREPRENEURS: The Greater Flushing Chamber of Commerce is launching a “Lunch & Learn” program starting on Wednesday, June 29, 12pm noon. The program will be conducted virtually via remote video conference and will feature industry experts presenting on a variety of topics important to small business owners and freelancers. The Lunch & Learn program is part of the Chamber’s continuing effort to support the Flushing community and help revive the local economy, which was devastated by the COVID-19 pandemic as well as a surge in anti-Asian hate crimes and scapegoating.

ADDABBO’S FREE LEGAL COUNSEL EVENTS IN OZONE PARK: State Senator Joseph P. Addabbo, Jr. is partnering with the New York Legal Assistance Group (NYLAG) to bring free legal help to constituents with two free events next month.

First, on Friday, July 8, NYLAG’s Mobile Legal Help Center will be parked at the Deshi Senior Center, located at 83-10 Rockaway Boulevard, in Ozone Park, from 10 a.m. to 3 p.m. to assist residents with their legal issues.

Then, Addabbo’s office will be sponsoring a Phone Intake Day with NYLAG on Thursday, July 14, so the legal group can speak with constituents who register for a call about their legal matters. AVIATION JOBS RECRUITMENT FAIR: Queens Borough President Donovan Richards Jr. and the Council for Airport Opportunity (CAO) announced the June iteration of Borough President Richards’ series of monthly job recruitment fairs at Queens Borough Hall will focus on the aviation industry, connecting residents with hundreds of job opportunities at Queens’ two airports.

“Kennedy and LaGuardia airports are more than just gateways to the entire New York region. They are two of the largest drivers of the Queens economy, supporting tens of thousands of jobs and generating billions of dollars in economic activity,” said Borough President Richards. “As the redevelopment of both airports continue and thousands more jobs are created, we are leaving no stone unturned to ensure that we are hiring locally right here in our borough. Our June 30 job fair will help us achieve that goal by enabling talented prospective employees to meet with airlines and other aviation companies hiring right now.”

More than 35 companies in our borough’s burgeoning aviation industry will participate in the fair including, but not limited to, JetBlue, Delta Air Lines, Southwest Airlines, Endeavor Air, Airway LLC, OTG Management, Villa Restaurant, Prosegur Security, Modern Aviation, EULEN America, Worldwide Flight Services and more.

These companies are filling vacant positions for pilots, flight attendants, customer service representatives, food service workers, security guards, retail workers, drivers, technicians, ground services personnel, logistics personnel and more.

Borough President Richards has been holding monthly in-person job fairs at Queens Borough Hall on the last Thursday of each month since March, facilitating hundreds of connections between employers and job seekers. He also held several virtual job fairs earlier during the pandemic.

HELPING YOUTH WITH DISABILITIES TRANSITION TO CAREER: The Institute for Career Development (ICD) announced a partnership with Richmond Hill High School in Queens. The partnership completes the 2022 launch of a new initiative that begins with two New York City high schools and will grow to be citywide to help youth with disabilities transition from school to career. The other school – announced on March 30 – is Discovery High School in The Bronx.

Tens of thousands of students with disabilities leave public high schools every year only to find themselves face to face with a gap where the services they depended upon to finish school had previously been. This new initiative, created by ICD, is designed to bridge this gap by providing services that will enhance college and career opportunities for youth with disabilities.

Through this initiative, the 105-year-old Institute for Career Development will work with high school students with disabilities to prepare them to make the jump to college or vocational training and start their careers. ICD staff members will serve as navigators for individual students to guide them around obstacles and over hurdles as they work toward building the skills needed to launch fulfilling careers.

ICD identified this citywide gap in support for youth with disabilities while working with the nonprofit consulting firm The Bridgespan Group on a new strategic plan and is now shifting its focus to bridge that gap. ICD has similarly adjusted its focus at different intervals in the past, always retaining its commitment to people with disabilities but adapting to contemporary priorities. Most recently it has focused on vocational evaluation, career planning, and job training and placement primarily for adults with disabilities.

AFTER SCHOOL COOKING PROGRAM: Assemblywoman Stacey Pheffer Amato (D-South Queens) donned an apron, hairnet and rolled up her sleeves with a group of 4th and 5th grade students from P.S. 317 to participate in an afterschool program. Common Threads, a national non-profit, provides children and families cooking and nutrition education to encourage healthy habits that contribute to wellness while also bringing people together to celebrate traditions and culture.

Each student directly participates in making the food. They start by chopping and stirring the ingredients, followed by learning about the country where the food is from, and the program ends by having a healthy meal together. The theme of that week’s class was Italy and the students learned not only about the food, but some fun facts about the country and culture. The students were broken up into different stations and mixed the sauce, chopped the onions and carrots, washed the lettuce — taking the lead on most of the critical steps in creating this delicious meal.

“You could see the joy and fun each kid was having,” said Assemblywoman Pheffer Amato. The Assemblywoman is responsible for bringing the program to P.S. 317 by allocating funding. “This shows why after school activities are critical and the impact it has on students. Education can occur not just in the classroom, but through alternative routes like after school programs and hands-on activities. At such a young age they are learning how to cook healthy options, work together and learn about another culture. These are life skills that will stick with them as they continue to grow and that is truly wonderful to see,” the Assemblywoman said.

“We are so grateful to receive funding from Assemblywoman Pheffer Amato. The impact from those dollars allows us to continue servicing children within the Queens community. Our Cooking Skills and World Cuisine classes provide cooking and nutrition education as life skills that encourage our students to adopt healthier habits,” said Abby Batista, NYC Senior Program Manager for Common Threads. She went on to say that “without the support from Assemblywoman Pheffer Amato, these classes simply would not be possible.”

Common Threads NYC serves all 5 boroughs and is currently in 59 schools/community-based organizations. The Assemblywoman stands committed and continues to work on bringing amazing extracurricular programs to the students of Ozone Park, Howard Beach and across the Rockaway Peninsula.
