Scheme among the latest planning applications submitted this week

Plymouth Marjon University is set to get a new shop. The store at the Derriford Road campus is being created to replace some now redundant office space.

Following the Covid-19 pandemic, new working practices have been undertaken, with a significant increase with those working from home. Consequently, with a reduction of hours that employees’ spend in the office, businesses have seen a significant reduction in the demand for office space, including Plymouth Marjon University.

This has resulted in a surplus of office space within the university. Plymouth Marjon University offices are also currently being refurbished and re-designed to provide hybrid working / hot desking offices.

As a result, the university has been looking for a more appropriate use for the now surplus office space, a planning statement with the application to Plymouth City Council states. Results from a student and staff survey undertaken to review the facilities on the university campus, identified that as a priority a larger university campus shop was required.

Therefore, a change of use application has been submitted to allow a bigger shop to be created on the University campus grounds. The existing shop within the university campus is likely to then be converted to expand facilities for students, including wellbeing and the Students Union – plans for those elements are not included within this application and will need to come forward at a later date.

A statement with the application adds: “It is important to reiterate that these works will not result in the loss of employment at Plymouth Marjon University, it is just a reflection of home working.

“The proposals seek to change the use of existing office space within the university campus into a shop, replacing the existing entrance to the building to provide automatic entrance doors, with security shutters and signage above. In addition internal alterations will be undertaken to accommodate the proposed shop.

“It is clear that this application is to allow for the improvement and expansion of the University’s campus facilities, to provide a replacement campus shop, which will offer a wider range of goods to meet the day-to-day needs of its users. The proposed shop is proportionate to the university campus and will not be harmful to the retail hierarchy.

“The proposals will deliver a larger and more diverse retail unit to meet the day to day needs of the staff, students and visitors of the university’s campus. The proposals will also deliver a significant social and economic benefit through the creation of jobs during the construction phase.”

Plymouth City Council planners will determine the fate of the application, as well as a linked but separate application for external signage for the shop, at a later date, in addition to all the other new schemes submitted.
